Hospital Transport Planning

Ambitious plans for the phased delivery of Capital Projects at Queen Alexandra Hospital required a bold masterplan, underpinned by a paradigm shift in transport and travel behaviour across the Hospital campus and its staff base.

mode played a central role in supporting the Trust to refine the masterplanning of the Capital Projects programme. This included the measurement and assessment of existing parking demand and staff travel behaviour, alongside the development of a comprehensive Transport Strategy to enable delivery of a new Multi-Storey Car Park (MSCP) and a state-of-the-art Emergency Department.

Working in close partnership with the Trust and Portsmouth City Council, mode investigated a range of challenges and opportunities. A particular focus was placed on reviewing categories of staff parking permit holders to identify those who could feasibly shift to walking, cycling or public transport, while safeguarding the needs of staff for whom car access remained essential. In parallel, mode liaised with bus and Park & Ride operators to strengthen these alternatives, ensuring that reductions in on-site parking provision could be realistically offset by sustainable travel options.

mode also supported the Trust in progressing various planning applications linked to the Transport Strategy. This included preparing Transport Assessments and a comprehensive Travel Plan that underpinned the successful planning permissions for both the MSCP and the Emergency Department, to the satisfaction of Portsmouth City Council planning and highways officers.
