Transforming a Historic Airbase into a Net Zero Community

Dorchester Living’s Heyford Park Vision Masterplan is reimagining the former RAF Upper Heyford airbase as one of the UK’s most sustainable and inclusive new communities. The Vision Masterplan proposes up to 9,000 new homes, including:

  • 30% affordable housing
  • Assisted living units
  • Homes for key workers

Already home to schools, shops, and employment opportunities, Heyford Park is now evolving into an energy-surplus town – setting a benchmark for climate-conscious placemaking.

Our Role

mode has partnered with Dorchester Living to develop an integrated sustainable mobility strategy at the heart of the Heyford Park Vision Masterplan. The approach champions the Vision-led methodology set out in the National Planning Policy Framework, ensuring transport and place-shaping work hand in hand.

A Blueprint for Sustainable Mobility

The strategy positions Heyford Park as a Liveable Neighbourhood, built around:

  • Healthy Streets-inspired walking and cycling networks
  • Mobility hubs supporting shared and future transport technologies
  • Enhanced bus connections to Bicester, Oxford, and East West Rail
  • Acting as a sustainable transport hub between an upgraded Heyford station and a potential new railway station at Ardley


This integrated network will allow most commuting trips to be made by public transport to Oxford, Bicester, Banbury, London and beyond, while day-to-day needs can be met locally within the community.

Beyond the Vision

Alongside the Vision Masterplan, mode continues to support Dorchester Living with:

  • Progressing the now submitted Hybrid planning application
  • Continued promotion of Heyford Park through the planning-making process
  • Delivery of consented developments already on site
  • Planning for temporary use of the flying field for car processing facilities
