Project Summary

mode provided transport planning support to UPP in relation to the proposed residential redevelopment of land at 169–187 High Street, Hornchurch, located to the rear of the town centre frontage and accessed via Fentiman Way.

The proposals comprised the redevelopment of an existing pay-and-display car park to deliver four private townhouses and five private flats, alongside associated access, servicing, parking and active travel infrastructure. The scheme retained an existing pedestrian route through the site, maintaining permeability between Hornchurch High Street and the surrounding residential area in line with Healthy Streets principles.

mode prepared a detailed Transport Statement to support the planning application, informed by pre-application discussions with the London Borough of Havering. The assessment addressed sustainable accessibility, trip generation, parking displacement, refuse and servicing arrangements, swept path analysis and local road safety conditions.

The Transport Statement demonstrated that the site benefits from strong walking, cycling and public transport connectivity, including multiple bus services immediately adjacent to the site and rail connections within walking and cycling distance. The assessment confirmed that the proposed development would generate a negligible number of peak-hour trips, and that the loss of existing car parking could be comfortably accommodated within surrounding public car parks without adverse impact on the local highway network.
