Westminster Under School

Project Summary

mode provided comprehensive transport planning support to Westminster College to facilitate the change of use of an existing office building at 22 Chapter House, Chapter Street to form a new Westminster Under School, supporting the expansion of the Westminster College estate.

The proposals comprised the delivery of Westminster Under School – Chapter House, accommodating Reception, Year 1 and Year 2 pupils, alongside associated staff and servicing requirements, within a highly constrained and sensitive Westminster location.

mode prepared a robust and proportionate transport evidence base to support the planning application, addressing sustainable accessibility, trip generation, Healthy Streets outcomes, and the management of pupil pick-up and drop-off activity. The assessment demonstrated that the site’s excellent public transport accessibility and active travel connectivity supported a car-free school, with targeted mitigation measures to manage localised peak-period activity.

Following planning approval, mode continued to support the project through the discharge of planning conditions, ensuring that the school’s operation aligns with agreed transport and servicing arrangements.

As part of the commission, mode prepared the following documents:

  • Healthy Streets Transport Assessment
  • Transport Assessment Addendum
  • School Travel Plan (planning submission and post-consent updates)
  • Servicing Management Plan (condition discharge)

The project successfully secured planning permission and delivered a policy-compliant education facility that prioritises walking, cycling and public transport, while carefully managing impacts on the surrounding highway network and local community.
