The report was based on a comprehensive set of before and after surveys including:
mode transport planning were appointed by Centro (now Transport for West Midlands) to prepare a post implementation monitoring report on the Red Route Major Scheme for submission to the DfT in early 2013. The scheme comprised the development and implementation of a network of routes totaling 120km in length at a cost of £28m.
The report was based on a comprehensive set of before and after surveys including:
- Vehicle and bus journey times;
- Journey time reliability;
- Bus punctuality;
- Bus patronage and
- Accidents and casualties
The surveys were based on information collected over a number of years by Centro and advice was given by mode as to their reliability leading to recommendations for some additional data collection. The report was prepared in consultation with the West Midlands Metropolitan Districts who were responsible for implementation of the scheme.
Following submission of the report to the DfT, mode were then asked to assist Centro in completing a Local Major Scheme (LMS) Evaluation Questionnaire the contents of which were used along with 22 other major schemes to inform the DfT’s report on the impacts of LMSs, identify key lessons learnt and inform future assessment frameworks (Meta Evaluation).
