Creating a New Town

mode transport planning is providing strategic transport planning and infrastructure advice for the emerging Worcestershire Parkway New Town, a major vision-led settlement planned around the Worcestershire Parkway rail hub to the south-east of Worcester.

The development is planned to deliver approximately 10,000 new homes alongside employment, community facilities, education and green infrastructure, creating a new sustainable settlement of regional significance.

The project forms a central component of the South Worcestershire Development Plan Review and has been highlighted by the UK Government’s New Towns Taskforce as a nationally significant opportunity to deliver housing and economic growth at scale.

The Worcestershire Parkway New Town will deliver:

  • c.10,000 homes
  • Employment and commercial space
  • A new town centre
  • Primary and secondary schools
  • Healthcare and community facilities
  • Extensive green infrastructure and parks
  • Integrated walking, cycling and public transport networks


The development will support a population of around 25,000–30,000 residents, creating a vibrant and sustainable new community.

The Vision

The Worcestershire Parkway New Town is being shaped through a vision-led approach to place-making, delivering a connected, walkable and sustainable community centred around one of the region’s most strategically important transport interchanges.

The masterplan seeks to create:

  • A rail-oriented new town anchored by Worcestershire Parkway station
  • High-quality public transport linking to Parkway Station and Worcestershire Town Centre
  • Walkable neighbourhoods where daily needs can be met locally
  • Extensive introduction of mobility hubs across the new town
  • LTN 1/20 compliant cycle linkages between all complementary land uses
  • Extensive green infrastructure and landscape corridors
  • A vibrant town centre and employment areas
  • The new town will support the Government’s ambition to deliver large-scale new communities of at least 10,000 homes, built around strong infrastructure and high-quality placemaking principles.

Our Role

mode transport planning is advising the project team on strategic transport planning, movement strategy and infrastructure delivery, ensuring the development is supported by a robust evidence base and aligns with national planning policy.
